Certainly don't know but would appear that the speed of the vehicle would be additive to the speed of the headlight beam.
Like the velocity of a plane fired bullet would be additive to the velocity of the projectile.
Problem with that is. Nothing travels faster than the speed of light.

Had this discussion many times sitting in Maneuvering on patrol while punching holes in the ocean.  Those discussions focused on what you would see in your rear view mirror as you approached the speed of light.  The basic nuke logic determined that the speed of light would be gradually overtaken by the speed of darkness and therefore you wouldn't see anything.  Hope this helps answer your question.

For an observer outside the car the lights would not appear to be on because the speed of the photons could not exceed the speed of light RELATIVE TO THAT OBSERVER. For an observer inside the car the light would appear to be on and illuminate as normal because the photons would not be exceeding the speed of light RELATIVE TO THAT OBSERVER. Note that the speed of light in a vacuum is a constant but that it is measured relative to some observer at rest. As one starts to examine the effects of approaching the speed of light things like time dilation and dimensional contractions become very complex. Note also that mass increases as one approaches the speed of light such that at the speed of light the object appears to have infinite mass relative to an outside observer. This is known as the 'thousand canaries flying inside a semi-trailer' weight change trim manifold operator qualification question.

The Star Trek and Star Wars folks use a different light and their space has taken on some different attributes than what we see now. This is another effect of global warming. One interesting attribute is the ability of their interstellar space to transmit noise such as the firing of phasers and explosions. It is also interesting to note that all combats can only take place at close range.

With regard to Dantini's post. Nothing can ever exceed the speed of dark. This is a result of the dopeller effect where ideas are better and better the faster they come at you.
